Pulice Construction, Inc., founded in 1956, is a heavy civil general engineering contractor and construction manager. Pulice has built successful projects over the years for both public and private owners, under Design-Bid-Build, Design-Build, Construction Manager at Risk, and Public-Private-Partnership (P3) delivery methods. Our project experience includes work in three primary market sectors – Transportation, Wastewater, and Water. Transportation sector includes airports, bridges, roads, and highways. Water sector includes dams, reservoirs, and distribution mains. Wastewater sector includes sanitary/storm sewer, treatment plants, and pump stations.

Pulice performs work throughout the southwestern United States, with regional offices located in Arizona, California, and Texas. We employ, develop, and promote great builders. Our project management team excels at constructability reviews, value engineering, cost estimating, project scheduling, and subcontracting. We ensure our clients a seamless transition between the design and construction phases, with a focus on saving time and money.

The Beginning

Company’s founder William A. “Bill” Pulice comes to Arizona. He is one of ten children of an immigrant coal miner.

William Pulice Concrete Construction

Bill starts his business operating under the name of William Pulice Concrete Construction and specializes in constructing curbs, gutters and sidewalks.

Capabilities Expansion

With assistance from brothers Tony, Joe, and Jim, Bill expands into grading, paving and structural concrete work and begins competing for Arizona Highway Department (later ADOT) projects.


The company is incorporated in the State of Arizona.

Subdivision Work

Pulice begins work on subdivisions through the Phoenix area and ultimately constructs over 1,000 subdivisions during this time.

Alternative Project Delivery

Company becomes fully engaged in Alternative Project Delivery projects (Construction Manager at Risk and Design-Build) winning the company’s first CMAR project for Del Webb.


Signing/lighting subcontractor Roadway Electric and concrete paving and barrier subcontractor McNeil Brothers become wholly-owned subsidiaries of Pulice.


Dragados, one of the world’s largest heavy civil contractors, acquires Pulice Construction Inc.

California Expansion

Backed by the resources of Dragados, the company begins expansion into neighboring states and other segments of the construction industry. An office in California is established.

Texas Expansion

Pulice expands its presence in Texas with the establishment of an office in Houston. Pulice also secures its first Texas project and P3, the SH 288 Toll Lanes, with Dragados USA as a joint venture partner.

Pulice’s safety program is built on 100% employee involvement and a commitment to excellence in safety. The Company strives for zero job related injuries / illnesses. Our management team is fully committed to performing work safely and accident free. In order to accomplish these goals, we have developed an aggressive safety program which includes safety policies and procedures that meet, or in most cases exceed, OSHA standards. Employees are trained to plan and work safely, recognize unsafe conditions or acts, and initiate corrective actions. As a result, our OSHA Incident Rate five-year average is far below the industry standard.

Pulice has been recognized for their safety efforts, including the Arizona Transportation Builders Association (ATB) Ben Patton Luster Safety Award, received in both 2016 and 2014. 


Roadway Electric is a full service electrical and signing contractor with a focus on highway, city street, airport, commercial development, utility, and maintenance projects.  The company was founded in 1990 and is based in Phoenix, Arizona. Roadway Electric has experience on DBB, D-B, JOC, and CMAR delivery methods.

McNeil Brothers is a concrete paving and barrier subcontractor founded in 1994 and based in Phoenix, Arizona.  McNeil pursues highway, city street, and airfield projects throughout the Southwest US and has successfully completed work  in California, Nevada, Arizona, Utah, and Texas.  McNeil has experience on DBB, D-B, CMAR, and P3 delivery methods.
