The DAL 13L-31R Runway Safety Area Improvements & Rehabilitation of Taxiway A project has reached completion, with the final phase of Taxiway A turned over and fully operational in March, approximately two weeks ahead of schedule.
Project Overview: DAL 13L-31R Runway Safety Area Improvements & Rehabilitation of Taxiway A
Owner: Dallas Love Field Airport
Contractor: Pulice — a FlatironDragados company
Location: Dallas, Texas
Project Type: Airfield runway and taxiway improvements and rehabilitation
Significance: Construction of a new taxiway and the addition of new drainage systems and airfield lighting enhances operational efficiency, improved safety and supported increased air traffic demand at Dallas Love Field Airport.
Built in an Active Airfield
Delivered in a highly active airfield environment, the project required detailed phasing, continuous coordination with airport operations, and a disciplined approach to execution. Crews work alongside ongoing flight activity and adjacent private hangars, minimizing impacts to daily operations while advancing construction.
Scope of Work
The scope included full demolition of the existing taxiway and construction of a new taxiway, along with grading, paving, drainage systems, and airfield lighting. Each phase was carefully sequenced to enhance operational efficiency, improve safety, and support increased air traffic demand.
Executing Under Tight Constraints
One of the most complex efforts occurred during Phase 3, which required a full runway shutdown within an 85-day window. Crews completed demolition and reconstruction of three taxiway crossings in 84 days, keeping the project on track and reinforcing the team’s ability to perform under tight constraints.
Night work played a critical role in accelerating progress and minimizing impacts to daily operations, while strict safety and security standards were upheld throughout every phase.
A Team Effort
Beyond the schedule and scope, the project stands out for the team behind it.
As Project Manager Matthew Smart shared: “This project hasn’t just been a huge success—it's been one of the most rewarding experiences of my career. There’s nothing better than building something meaningful for the community while enjoying every day with people you genuinely like and respect.”
Key Construction Efforts
- 134,000 cubic yards of excavation
- 112,000 cubic yards of concrete demolition and removal
- 138,000 square yards of lime-treated subgrade
- 167,000 square yards of cement-treated base
- 4,500 linear feet of storm drain installation
- 53,000 cubic yards of concrete paving
Moving Into Closeout
With construction complete, the project has transitioned into final inspections, system verification and closeout activities.
Through strong coordination, efficient sequencing and a commitment to execution, the team delivered a critical airfield improvement ahead of schedule, keeping operations moving and setting the stage for continued growth at Dallas Love Field.
