Mesa Gateway Runway Team Wins Partnering Excellence Award

CMAR Runway 12R-30L Reconstruction Phase I project finished ahead of schedule and under budget.  

Pulice – a FlatironDragados company has earned a 2025 Arizona Transportation Partnering Excellence Award for the CMAR Runway 12R-30L Reconstruction Phase I project at Mesa Gateway Airport outside Phoenix.  

The accolade recognizes the partnership among Pulice, Mesa Gateway Airport Authority and designer Kimley-Horn, whose collaborative approach helped the team manage field conditions, protect airport operations and deliver a stronger outcome for the client.  

“Your submittal impressed the panel of judges, and your partnering approach demonstrated the important role that partnering played in the success of your project,” according to the letter notifying Pulice of the win.  

“This recognition reflects more than a successful project closeout,” said Senior Project Manager Jeff Gergal. “It highlights how the team used the CMAR delivery model as intended: to identify risks early, solve problems collaboratively and make decisions that protected the owner’s budget, schedule and operational priorities.”  

The team reconstructed 2,800 feet of primary runway pavement between Taxiways B3 and L, along with shoulders, grading, drainage, lighting, signage and striping. The work required close coordination on an active airport site, where construction decisions had to account for safety, access and ongoing airport operations.  

Strong partnering turned field challenges into superior project outcomes.  

A solid partnership proved especially valuable when field conditions changed. During construction crews discovered undocumented live fiber-optic and communications lines that could not be removed or taken out of service. “Instead of letting the issue become a claim or schedule dispute, Pulice, MGAA and Kimley-Horn worked together to redesign protection measures, adjust the work sequence and communicate the solution through the project’s regular meeting structure,” said Project Engineer Sujay More.  

The same collaborative discipline helped the team create additional value for the owner. Early bid documents had anticipated 13,000 cubic yards of unsuitable material. Field conditions later showed that only about 1,100 cubic yards required mitigation. The team confirmed the reduced scope quickly and helped MGAA reallocate savings into electrical upgrades without extending the project schedule.  

The project finished in May 2025, more than three weeks ahead of schedule and under budget.
