2028Project Overview
The 303L 51st Avenue to I-17 project will improve traffic flow and connectivity in north Phoenix by transforming the existing signalized interchange between Loop 303 and Interstate 17 into a freeway-to-freeway interchange. The $129 million Arizona Department of Transportation project will also widen Loop 303 from two to three lanes in each direction between 51st Avenue and I-17. These improvements will help accommodate increasing traffic demand as north Phoenix continues to grow, including significant development near the Taiwan Semiconductor Manufacturing Co. (TSMC) semiconductor manufacturing facility near the project's western limits.
The project includes construction of five new bridges and direct connecting ramps that will allow motorists to travel between Loop 303 and I-17 without stopping at traffic signals. A key feature is an elevated flyover ramp connecting northbound I-17 to westbound Loop 303. The project also includes a 2,183-foot bridge with 15 spans and a bridge that uses steel tub girders to accommodate unusually long spans. Together, these improvements will increase roadway capacity, reduce congestion and support long-term mobility in one of the Phoenix area's growing transportation corridors.
